Network coverage in Puerto Rico
HelloRoam ranks first in Puerto Rico because all 3 of its plans roam on Claro, the island's 5G network across San Juan, Ponce, Mayaguez and Caguas. As a US territory, Puerto Rico uses the same cellular infrastructure standards as the mainland. T-Mobile USA includes Puerto Rico in most unlimited plans at no extra cost, so check your existing plan before buying a separate eSIM.
Claro Puerto Rico (the local Claro affiliate) is the primary option for international visitors whose home carrier doesn't cover Puerto Rico.
Coverage analysis
San Juan's metropolitan area, including Condado, Santurce, and Old San Juan, has strong 5G and 4G LTE from Claro. The PR-52 expressway from San Juan to Ponce maintains 4G throughout. El Yunque National Forest has usable 4G on the main access road and at the visitor center, but signal drops significantly on the El Toro and Trade Winds trails above 750 meters.
The southwest coast around Cabo Rojo and the Guanica dry forest has weaker coverage with 3G fallback in remote sections. Culebra and Vieques islands have limited coverage; Vieques in particular has patchy 4G only near Isabel Segunda.
Activation
Before buying a Puerto Rico eSIM, check whether your existing US carrier plan already covers the island. T-Mobile USA, AT&T, and Verizon all include Puerto Rico in standard unlimited plans. If your plan doesn't, activate the Claro e-sim or eSIM before your flight to San Juan Luis Munoz Marin International Airport (SJU).
The eSIM registers on Claro 5G automatically. For island-hopping to Culebra or Vieques, buy ferry tickets at Ceiba terminal in advance since connectivity on the islands is limited.
Data usage tips
Navigation on PR-52 from San Juan to Ponce uses about 60 MB for the 2-hour drive. El Yunque trail apps and official USFS maps are best downloaded offline before entering the forest. Rideshare is dominant in San Juan; Uber and Lyft both operate and use under 10 MB per trip.
Streaming apps work well in San Juan hotels and Old San Juan plazas with 5G. Budget 300-500 MB/day for standard touring. If you're working remotely, San Juan co-working spaces have fast Wi-Fi, reducing your cellular data needs.
eSIM plan pricing in Puerto Rico

The 5 GB / 30-day plan at $13.54 is the only option beyond a week and holds that same $2.71 per GB. Verdict: the best eSIM for Puerto Rico is HelloRoam at $13.54 for 5 GB on Claro 5G, with Airalo at $17.00 the closest rival on price.
