The Middle East is one of the fastest-growing eSIM markets in the world, driven by the Gulf states' aggressive 5G rollouts and a massive influx of business and leisure travelers. But the region also presents unique challenges: the UAE and Saudi Arabia restrict VoIP calling apps like WhatsApp and FaceTime, internet filtering policies vary by country, and pricing can swing wildly between the budget-friendly plans available in Egypt and Jordan and the premium rates charged in Qatar and the UAE. We tested plans from 7 providers across 8 Middle Eastern countries, checking VoIP access, measuring 5G speeds, and comparing per-GB pricing to find which eSIMs actually deliver for this region.

Do eSIMs bypass VoIP restrictions in the UAE?

The UAE blocks VoIP calling features in apps like WhatsApp, FaceTime, Skype, and Google Meet on local networks operated by du and Etisalat. This restriction applies to all local connections, including eSIM data plans that route through these carriers. If your eSIM connects to du or Etisalat (which most do), you will experience the same VoIP blocks as someone using a local physical SIM.

Some travelers report that certain eSIM providers route data through servers outside the UAE, which can occasionally allow VoIP apps to function. Holafly and Saily users have reported intermittent success with WhatsApp voice and video calls in Dubai, though this is not guaranteed and may change without notice as carriers update their filtering systems.

The most reliable workaround is a VPN. Saily's NordVPN integration makes this simpler, as the VPN functionality is built into the service. For other eSIM providers, installing a separate VPN app (NordVPN, ExpressVPN, or Surfshark) before arriving in the UAE is recommended.

Note that the UAE has regulations around VPN usage: VPNs are legal for personal use but accessing content that is illegal in the UAE through a VPN remains prohibited.

In Saudi Arabia, VoIP restrictions have been partially lifted. WhatsApp calling now works on most networks, though FaceTime remains blocked on Saudi carriers. Qatar, Jordan, Oman, and Egypt generally allow VoIP apps without restrictions on eSIM data connections.

For business travelers who rely on video conferencing, the Botim and ToTok apps are licensed VoIP alternatives in the UAE. They require a small subscription fee but work natively without VPN workarounds.

Which Middle Eastern countries support 5G eSIM?

The Gulf states lead the world in 5G deployment, and eSIM travelers can access these networks if their phone supports the right frequency bands. The UAE was among the first countries globally to launch commercial 5G. Etisalat (now e&) and du both operate extensive 5G networks across Dubai, Abu Dhabi, Sharjah, and other emirates.

In our testing, eSIM connections on du's 5G network in Dubai delivered download speeds between 150 and 450 Mbps, with peaks above 700 Mbps near Downtown Dubai and Dubai Marina.

Saudi Arabia's stc operates the largest 5G network in the Middle East by coverage area. Riyadh, Jeddah, Mecca, Medina, and Dammam all have 5G coverage. Zain and Mobily also offer 5G in major Saudi cities. eSIM providers including Airalo and HelloRoam connect to stc's network, and we recorded speeds of 120 to 350 Mbps on 5G in central Riyadh.

Qatar's Ooredoo and Vodafone Qatar rolled out 5G for the 2022 World Cup and have maintained broad coverage across Doha and surrounding areas. 5G eSIM speeds in Qatar averaged 100 to 280 Mbps in our tests.

Outside the Gulf, 5G is still limited. Israel has 5G in Tel Aviv, Jerusalem, and Haifa through Pelephone, Partner, and Cellcom. Jordan and Oman have early-stage 5G deployments in their capital cities.

Egypt's 5G network is in trial phase only, with commercial launch expected in late 2026. Lebanon has no 5G infrastructure.

To access 5G on your eSIM, your phone must support the sub-6 GHz bands used in the region (n78 is the most common). iPhone 13 and later, Samsung Galaxy S21 and later, and Google Pixel 7 and later all support these bands.

What are the cheapest eSIM options for the Middle East?

Pricing across the Middle East varies significantly by country. Egypt and Jordan are the most affordable destinations for eSIM data. Airalo's Egypt 5 GB plan costs $8, which works out to $1.60/GB.

Jordan 5 GB plans start at $9 from Airalo and $10 from Nomad eSIM. These are comparable to per-GB rates in Southeast Asia.

The Gulf states are more expensive. UAE 5 GB plans range from $11 (Airalo) to $14.99 (HelloRoam). Saudi Arabia is slightly cheaper at $10 for 5 GB from Airalo.

Qatar is the priciest Gulf destination, with 5 GB plans starting at $13 from most providers. These higher prices reflect the premium wholesale data costs charged by Gulf carriers.

Regional plans offer better value for multi-country trips. Airalo's Middle East 5 GB plan at $15 covers 8 countries, which is cheaper than buying separate plans for the UAE ($11) and Egypt ($8) individually if you visit both. HelloRoam's regional 5 GB at $14.99 with 30-day validity is the best per-GB rate for travelers hitting three or more countries.

For unlimited data, Holafly starts at $6.97/day for the UAE and $5.97/day for Egypt. A 7-day unlimited plan for the UAE runs about $49, while the same duration in Egypt costs $42. The unlimited option makes sense for business travelers who expense their connectivity or for anyone who needs reliable hotspot sharing.

Compared to local SIMs, eSIM plans carry a premium. A prepaid du tourist SIM in the UAE costs AED 55 ($15) for 7 GB. Vodafone Egypt sells prepaid SIMs with 20 GB for about EGP 200 ($4).

The convenience and multi-country coverage of eSIMs justify the higher cost for most travelers, but single-country visitors on tight budgets may find local SIMs cheaper.

자주 묻는 질문

Can I use FaceTime in the UAE with an eSIM?+

FaceTime audio and video calls are blocked on UAE carrier networks, including eSIM connections through du and Etisalat. Using a VPN can sometimes bypass this restriction, but it is not guaranteed. The Botim app is a licensed VoIP alternative in the UAE that works without a VPN.

What is the cheapest eSIM for Dubai?+

Airalo offers UAE plans from $4.50 for 1 GB with 7-day validity. For longer stays, their 5 GB plan at $11 provides 30 days of validity. HelloRoam's 5 GB at $14.99 includes broader Middle East coverage if you plan to visit other countries in the region.

Do eSIMs work in Israel?+

Yes. All major eSIM providers cover Israel, connecting to carriers like Pelephone, Partner, or Cellcom. Airalo offers Israel 5 GB plans from $10. Coverage is strong across Tel Aviv, Jerusalem, Haifa, and the Dead Sea area. 5G is available in Tel Aviv and Jerusalem on supported devices.

Is WhatsApp calling blocked in Saudi Arabia?+

Saudi Arabia lifted most VoIP restrictions in 2020. WhatsApp voice and video calls generally work on eSIM data connections through stc, Zain, and Mobily. FaceTime remains blocked on most Saudi carrier networks. Other VoIP apps like Zoom and Google Meet function normally.

How much data do I need for a week in Dubai?+

For navigation, messaging, social media, and light browsing, 3 to 5 GB covers a typical week in Dubai. If you plan to stream video, use ride-hailing apps (Careem, Uber), or share your hotspot, consider 10 GB or an unlimited plan. Public Wi-Fi is widely available in Dubai malls and hotels, which reduces mobile data usage.

Can I use an eSIM during Hajj or Umrah in Saudi Arabia?+

Yes. eSIM plans work in Mecca and Medina with strong 4G and 5G coverage from stc. Network congestion during peak Hajj periods can slow speeds, especially near the Grand Mosque. We recommend purchasing a plan with at least 10 GB and activating it before you arrive, as demand for connectivity surges during Hajj season.

Do I need separate eSIMs for different Middle Eastern countries?+

No. Regional Middle East plans from Airalo, HelloRoam, and Holafly cover multiple countries on a single eSIM. Your phone switches carriers automatically as you cross borders. Country-specific plans are available if you are visiting only one destination and want a lower price.

Is eSIM coverage reliable in Jordan for a Petra and Wadi Rum trip?+

Petra town (Wadi Musa) has solid 4G from Zain Jordan at 15 to 30 Mbps near the visitor center and main street. Inside the archaeological site itself, coverage drops as you descend deeper. Wadi Rum desert has very limited signal, with only 2G to 3G available at the main camp area. Download offline maps and accommodation details before leaving Aqaba or Amman.

Does eSIM work in Oman for a road trip?+

Omantel delivers reliable 4G in Muscat, Salalah, and Nizwa at 15 to 35 Mbps. The coastal highway between Muscat and Sur has coverage for most of the route. The Hajar Mountains and Wahiba Sands desert have sporadic 3G only. Oman is not included in most Middle East regional eSIM plans, so check coverage lists carefully. Airalo offers Oman-specific plans starting at around $9 for 5 GB.
